SOAR’s work is grounded in two community-generated Action Agendas: The King County Early Learning and School Readiness Action Agenda and the King County School-Age Children and Youth Action Agenda.

These shared agendas tie together all levels of efforts for children and youth into regional and countywide solutions, which allow us to connect efforts that are already happening, to streamline resources, to learn from each other, and to improve the lives of children and youth together.

Leading this work are the SOAR Action teams, who work to transform goals into tactics, strategy and actions – ranging from raising public awareness, to implementing community-based projects, to impacting policy changes at the city, county and state level. Action team members represent organizations serving children and youth, businesses, grant makers, schools, governments and faith-based groups in Seattle and King County, plus parents and community leaders.
